Will a 90-degree rotation crop the image?

No. Width and height swap and the whole image is retained. Large input images are capped at 4000 pixels on the longest side.

Will the file remain identical in quality?

No. The result is re-encoded as JPEG to meet your maximum KB. Review the result, especially when it contains small text.
